I beg your pardon, 123,I know that this is the correct answer to your question, because the rest of the phrase a, b and d are not correct.

The Noun ,Mary (the important Noun) is doing something..ie..hardly ever wears a skirt

hardly ever - to explain the reason, how often??
a skirt - to explain the reason, what is Mary,not ever going to wear.
