This means to talk about something in a way that is not exact, especially in order to avoid making a decision or dealing with a difficult situation.
If the Prime Minister thinks he would be able to fudge the issue he's wrong - the people of Greece wants an answer.
When a grandparent dies, some parents fudge the issue by telling their children that Grandpa or Grandma has gone away.
