If 臨檢 has something to do with 警察開罰單, then it may be referred to as a

'POLICE ROAD BLOCK'

where police officers issue tickets for various traffic violations by motorists; example ... drunk driving, use of cellular phones without hands-free kit, speeding, never buckle-up, failure to wear a crash helmet, etc.
