Yea, the same here, in Hungary.
But, see, it is quite a special case when the meaning is different.
Actually "Can you speak English?" is a less polite form of saying "Could you speak English?", which is a less polite form of saying "Would you be so kind as to speak English?", in other words "Would you be so kind as to use English instead of the language which you used now?" 特別情況.
