None of them are correct. Both of them are nonsense.
E.g.

6. Studies this matter, lacks the time, but is lacks diligently."is lacks" 是什麼語法?; "lacks diligently" 是什麼語法?不符合任何哪門子英語語法。

The word "Allocution" was incorrectly used by Danny Fung for the title of his book. Mr. Fung has admitted in Jan 2010 that these "Allocutions" do not exist. They are all fabricated.
