"to grow" implies an action to take place in very near future.
If someone says this at the end of winter, he is predicting a scene in spring.

To grow all over the hills and around the lake are wild flowers of different kinds.
= Wild flowers of different kinds are to grow all over the hills and around the lake.

The reason it is not the best answer is that we normally use "will grow" or "are going to grow" instead of "are to grow", since the growing of the flowers are not all that immediate.
