when we say put on a cap
we say
he came here in a cap
but we say
he came here with a new glasses
when and how to us these two propositons?

I got confused about with and in sometime,too. By the way, Alex nice to meet you here.

Shouldn't it be "he came here in a cab" like in a taxi? I could be wrong.

If you say "He came here with a cap", the cap may be either in his hand or in his baggage, but he may not be wearing it.

"someone with a glasses" is wrong. It should be "someone with a pair of glasses" or "someone with glasses" instead, which means the person "wearing glasses".
