So, here is my interpretation, Jessy:
Basically the song is about the same as many other songs: it's not the money, the look, the brain what makes you like the other, it is something else, something harder to define, it is called "the touch" here.
But as Shania Twain is a complex performer, she expresses this in a more complicated way: it is mixed with remarks about guys who think too much of themselves.
Alltogether the lyrics is a bit contradictory.
