The answer is: B. Growing
This is an inverted form of the sentence, thus: Growing all over the hills and around the lake are wild flowers of different kinds. = Wild flowers of different kinds are growing all over the hills and around the lake.

How about Option C 'GROWN'?
Grown all over the hills and around the lake are wild flowers of different kinds. May not be correct. Glot please advise.

'To grow' may not be correct!
1. You do not grow WILD flowers. 2. 'To grow' may be better followed by either the verbs 'needed' or 'required'. Also, the word WILD should be taken of, as in "To grow all over the hills and around the lake, flowers of different kinds are required. Please comment.

(The writer or speaker of the inverted sentence is giving emphasis to the sprawl of growth and is witnessing the happening or event.) To grow all over the hills and around the lake are wild flowers of different kinds. = To grow all over the hills and around the lake "are going to be/will be/would be" wild flowers of different kinds. = Wild flowers of different kinds are to grow all over the hills and around the lake. = Wild flowers of different kinds "are going to grow/will be growing/would be growing/(will grow)" all over the hills and around the lake. = There will be wild flowers of different kinds growing all over the hills and around the lake. (Envisioning only.) Grown all over the hills and around the lake are wild flowers of different kinds. = Wild flowers of different kinds are (being) grown all over the hills and around the lake. = Having seen growing all over the hills and around the lake are wild flowers of different kinds. = Wild flowers of different kinds are being seen growing all over the hills and around the lake.
