To get one's dander up means to make someone angry. If someone is angry, he might hit the ceiling. Or it's that you get in his hair instead. The said person might blow a fuse/gasket because of your words or actions. He might also fly off the handle and attack you. Since the guy might be highly irritated, don't try to get under his skin again or you might be in great danger. On the contrary, I don't think you would like others to get your goat, or you might fly into a rage as well. But if we can all keep our peace of mind all the time, people around you won't be able to drive you nuts/bananas easily.
