Pardon?

Below is an article about the explanation about the usage of “pardon”.It says When we cant understand what others talk to us and ask the speaker to repeat his or her words again, then we can use “pardon”,”Sorry”…..and so on. But some of those ways to ask others repeating their words are impolite like “Would you mind repeating that?,”What did you say?”. Is that ture? I just know it today.
……………………………………………………

A: “Would you like a cup of tea?”
    B: “Pardon?”

   ‧I beg your pardon.
   ‧Sorry?
   ‧Excuse me?
   ‧What?
   ‧What did you say?
‧Would you mind repeating that?

But if you’re standing in front of a judge in a court room and say “Pardon me”, or “I beg your pardon”, then they would take on a whole different kind of meaning.

    why?
