Let's not use the inverted sentence, Geo. The restored version of your sentence would be:
Wild flowers of different kinds are grown all over the hills and around the lake.
This is passive voice, and definitely not right because people don't grow WILD flowers, as you said.

Geo, the restored version would be:
Wild flowers of different kinds are to grow all over the hills and around the lake.

"are to grow" means that the wild flowers grow by itself. There is no indication in above sentence that they are grown by people.

Check these:
Rice and potatoes are grown all over the field. (o)
= Grown all over the field are rice and potatoes.
Wild flowers are grown all over the mountain. (x)
= Grown all over the mountain are wild flowers. (x)
Wild flowers grow (or are growing) all over the mountain. (o)
= Growing all over the mountain are wild flowers. (o)
