Could we use "A"?
thank you .

Yes, you can, Kathy. A is the 2nd best answer, but the question demands the best one.

"to grow" implies an action to take place in very near future.
If someone says this at the end of winter, he is predicting a scene in spring.

To grow all over the hills and around the lake are wild flowers of different kinds.
= Wild flowers of different kinds are to grow all over the hills and around the lake.

The reason it is not the best answer is that we normally use "will grow" or "are going to grow" instead of "are to grow", since the growing of the flowers are not all that immediate.

Tim and Apex, what will you say about this? Please give a hand.

Glot, you are too kind to include me in the company with Tim. As to the matter at hand, I think it is in good hands.
