The sky garden is located at about 200m above mean sea level. If you are not the hotel guest, pay $20 for adult and $17(sing) for others to access. As singapore visibility is good, you should be able to have a glimspe of the entire island.

The best viewing time is in the evening around 6 30pm when you could watch the sun setting in the horizon.

Another cheaper alternative is The pinnacle@duxton which cost you $5 and you could drop by my place for a cup of tea provided I am in town.
