Tim is right. The plural subject is required to associate with the plural verb.

Spring的譯文大體上已抓住意涵, 但主詞與動詞之安排有瑕疵, 某些單字的確切意義似未精準掌握.

The mere fact that opposing visions of economic development have grown to shape the international agenda is in one sense merely an indication that development concerns are receiving attention on a global scale for the first time in history.

mere fact 單純事實;不爭事實
opposing visions 乖逆情景; 負面景象 ...亦可作「反對聲浪」之意.
grow to shape 越來越形成
in one sense 某一觀念上
be an indication that... 顯示出...
development concerns 開發上的相關事務
receive attention 受到關注
on a global scale 全球性地
for the first time 首次地; 前所未見地

試譯如下:
經濟發展(衍生)的種種負面景象已越來越形成國際性議題的這個不爭事實, 在某一觀念而言, 只是單純顯示出開發上的相關事務正在全球性的受到關注, 有史以來此乃前所未見.

註:
1)所謂負面景象, 應是指環境污染、能源枯竭、生態浩劫、臭氧層破損、聖嬰現象、自然災害劇烈化...等等因經濟開發所伴隨而來的反向現象, 所謂有一得必有一失, 整個大自然是平衡的.
2)英文之句構可容納很多副詞片語, 但直譯中文會覺得繞口, 因此副詞片語for the first time in history改以關係句譯出.
