This is not any fixed type of expression. It's just a way to use a part of sentence as an adjective. You can even use a whole sentence as an adjective.

For example, if someone says "If you jump, I will jump too."

You can say he is a person that says "If you jump, I will jump too." or he is an 'if you jump, I will jump too" type of person.

Likewise, if someone is always the first one to go to school, you can say he is an "always the first one to go to school" type of person.
