Kathy, 不是, "I am going to the zoo"中的to是介系詞, 後面接的是名詞; 而"be going to"相當於will/shall之時, 這個to是不定詞裡的to, 後面接原形動詞.
因此, 這兩組"be going to"是不相同的.

"Be going to" and will are basically the same and there are usually interchangeable. The link http://www.myenglishteacher.net/willandbegoingtolesson.html tells you something about their usages.

You can think of "will" as talking about "volition" while the other one is about "planning".

I herein quote the definition and usage from Longman Dictionary of contemporary English.

Quote:

vo‧li‧tion [uncountable]
1 of your own volition formal if you do something of your own volition, you do it because you want to, not because you are forced to:

Helena left the company of her own volition.

2 formal the power to choose or decide something without being forced to do it
