(Being) busy is not even coming close.
The sentence looks a bit weird to me, but I think it means super busy or much busier and the word busy is not strong enough to describe the chaotic, fully engaged status. Please correct me if I'm wrong.

Yes, it could mean so if the sentence actually reads: The word busy is not even coming close. Or else, could Busy be somebody's name?
