This idiom is used in order to say that although a government, army, organization is supposed to have a lot of power, really it does not have any.

Meaning
A person who appears to have power but is in reality ineffectual. Origin This became known in the West as a slogan that Mao's Chinese communist state used against their opponents, particularly the US government.
