Look at the following scan for it. The content is from Carstairs Douglas' Dictionary.
 So it basically means to "align" or "adjust" something and is extended to mean to "fix" or "rig" things. I also believe the character should be a changed (palatalized and aspirated) pronunciation of "調". Tim
