My neighbor is doing declaration, building is covered by some plastic curtains as pictures you can see.

Hi, Modo,
My wild guess: Some triangular holes on the plastic curtains are upside down. They are in the wrong positions that may block the air from flowing through the holes and put the workers in danger while constructing the building.
