Hi Sailormoon, the answer is (D) Must.
The speaker already knew that Tom should not watch TV during the meal, and that's why "Must" fits the context. If "Should" is used, it implies that the speaker doesn't know whether or not Tom should watch TV during the meal. That doesn't make sense.

My suggestion is that it's not very significant to mind the difference among various modal verbs or auxiliaries. Just follow your own feeling to use the right ones.
