The formal name is hydraulic excavator, but then the Chinese name should be 挖土機 instead of 怪手. For 怪手, then backhoe is a better equivalent.
Guys, do you want to say more on names for these different heavy or earth-moving machines?

The "手" of "怪手" --- "hydraulic grabber (arm)" or "(hydraulic) grapple claw/rake". 
(Fyi, the "thing" for demolition is called a "hoe ram"/"hydraulic hammer"/"demolition hammer"/"(hydraulic) breaker".)
