扯鈴 is called diabolo in English. It is also called "devil on two sticks". Some people also call it "Chinese yoyo". It seems that it was Marco Polo who introduced it to Europe.
Etymologically, diabolo means "devil", so the "devil" in "devil on two sticks" refers to the diabolo which in turn is that hourglass-shaped object. Tim
