I have made a mistake. The word "list" should be changed into "least"! When Do People Talk Least??? who can get it ?

This is an old question, yet quite tricky. The preset standard answer is "in February" because February is the shortest month in a year; but I don't agree with such an answer.
If "in February" had been the answer, the question should have been, "In what month of a year do people talk least?" Now that the question starts with "When...", I think a more correct answer should be: - when they sleep. - when they pass out; when they are unconscious. What do you think?
